Hargeisa, Somaliland’s largest and one of its most important cities, relies mainly on groundwater aquifers managed by the Hargeisa Water Agency (HWA), established in 1974. Recent investments have helped reduce the water supply gap, but concerns remain over the long-term sustainability of these sources amid population growth, rapid urbanisation and changing settlement patterns.

The study will provide a long-term planning framework to help meet Hargeisa’s future water demand through sustainable and well-integrated supply options.

It will assess current and future demand, existing and potential groundwater and surface water sources, aquifer recharge, dam potential, investment needs, system integration and training for HWA.
